That's on page 24 - a big washer bottle just behind the bonnet latch. They supplied a large washer bottle in the Type 3 but I don't think that headlamp wipers were available on Type 3s.
I couldn't find mention of them in the Type 4 Parts Book - maybe they were only listed in the Swedish or wherever handbooks.

Then again, I may be about to find out they did!

The cover releases by pulling the knob under the RH side of the dash (you've probably got there OK). Usually they don't have a lockable cap, but if you have, try turning it the cap clockwise and the lock clockwise first to make sure it's locked, then turn key anticlockwise half a turn without moving the cap, and then try undoing it.

Not sure if yours has a bayonet or screw thread. If bayonet it might be best to push the cap on a bit as you undo. Could be rusted on the face, and gripping the rubber gasket tightly. I've sometimes needed some mole grips padded to undo . Spray WD40 nto the cap to make it easier next time.
If it has a screw thread, you have to undo a certain amount before it starts turning the thread.
